No person, firm or corporation shall park or store any vehicle of a weight classification exceeding three-quarter (3/4) ton, any farm machinery, trailer or semitrailer, earth-moving or construction equipment, or parts of the same in the roadway of any street or highway or between the property line or sidewalk and the curb line of any street, except when making necessary service calls, pick-ups and deliveries.

Parking of vehicles falling under the aforesaid classification shall be permitted on the following streets: Main, Broadway, Union, Elm between Pearl and Union, Oak between Pearl and Union, and Kaw between Pearl and Union.

(a)   Except as provided in subsection (b), it shall be unlawful for any person to operate an all-terrain vehicle:

(1)   On any interstate highway, federal highway or state highway; or

(2)   Within the corporate limits of any city unless authorized by such City.

(b)   Notwithstanding the provisions of subsection (a), all-terrain vehicles owned and operated by a county noxious weed department, or all-terrain vehicles owned and operated by persons contracting with a county noxious weed department or the Kansas Department of Transportation, may be allowed to operate upon the right-of-way of any federal highway or state highway for the purpose of eradicating noxious weeds and such all-terrain vehicles may be operated incidentally upon such federal highway or state highway. Also, all-terrain vehicles owned and operated by a Unified School District, the City of Cottonwood Falls, Kansas, the Kansas Department of Transportation, or any public utility company or all-terrain vehicles owned and operated by persons contracting with said entities, may be operated within the corporate limits of the City of Cottonwood Falls, Kansas, for the purpose of performing operational and maintenance functions, and governmental and utility functions on behalf of such governmental entity or public utility company.

(c)   No all-terrain vehicle shall be operated on any public highway, street or road between sunset and sunrise unless equipped with lights as required by law for motorcycles.

(a)   Except as hereinafter provided, no trucks, trailers or other vehicles weighing over 30,000 pounds shall be driven or pulled on any city street within the City of Cottonwood Falls, Kansas, except for the express purpose of reaching a destination for loading or unloading cargo, provided, however, there are hereby established truck routes through the City as follows:

(1)   Walnut Street (K-177), entire route through City

(2)   Main Street, west City limits to Walnut Street

(3)   Eighth Street, entire route through City

(4)   Fifth Street, entire route through City

(5)   Sixth Street, entire route through City

(b)   No truck, trailer or other vehicle weighing over 30,000 pounds shall be parked upon any City street within the City of Cottonwood Falls, Kansas, except for the express purpose of loading or unloading cargo, and thereafter immediately moved.

(c)   Appropriate signs shall be placed on all streets leading into the City notifying travelers of the legal truck routs and the prohibition provided in this article.

(d)   A person violating this article shall be deemed guilty of a misdemeanor and shall be fined not less than Thirty-five dollars ($35.00) nor more than One hundred fifty dollars ($150.00) for the first violation and an amount not less than Seventy-five dollars ($75.00) no more than Two hundred fifty dollars ($250.00) for any subsequent violation.

(a)   No person shall stop, stand or park any vehicle upon Sixth Street between Maple Street and Oak Street, except that a driver may stop temporarily during the actual loading or unloading of passengers or when necessary in obedience to traffic regulations or traffic signs or signals by a police officer.

(b)   Violation of this article is a traffic infraction. A person convicted of violating this article may be sentenced to pay a fine which shall be fixed by the court, not exceeding $500.

(a)   The West side of State Street between Main and Friend Streets, North Cottonwood Falls, Kansas, in the City of Cottonwood Falls, Kansas, is hereby designated a school bus loading zone between the hours of 7:00 A.M. and 6:00 P.M., Monday through Friday when school is in session.

(b)   The parking of any vehicle, except school buses, is prohibited on the West side of State Street, between Main and Friend Street, North Cottonwood Falls, in the City of Cottonwood Falls, Kansas, between the hours of 7:00 A.M. and 6:00 P.M., Monday through Friday when school is in session.

(c)   The City shall erect appropriate signs designating the west side of State Street, between Main and Friend Street, North Cottonwood Falls, Kansas as “No Parking School Bus Loading Zone” in accordance with this article.

(d)   A violation of this article by any person is an Ordinance Traffic Infraction as defined by the Standard Traffic Ordinance for Kansas Cities, as amended, and the penalty for a violation of this article shall be as set forth in said Standard Traffic Ordinance for Kansas Cities, as amended.
