Rates for all customers operating under terms of this Article shall be as now or hereafter established by ordinance of the City, said rates shall be sufficient to pay costs and expenses of:
(a) Sewage disposal and treatment operation and maintenance,
(b) Sewage transportation system operation and maintenance,
(c) Periodic, planned replacements in the transportation and treatment systems.

The City shall review annually the wastewater contribution of users and user classes and the total costs of operation and maintenance of the treatment works and collection system. The City shall revise annually the charges for users or user classes to accomplish the following:
(a) Maintain the proportional distribution of operation and maintenance costs among users and user classes.
(b) Generate sufficient revenue to pay the total operation and maintenance cost necessary to the proper operation and maintenance (including replacement) of the entire sewage system.
(c) Apply excess revenues collected from a class of users to the costs of operation and maintenance for that class for the next year and adjust the rate accordingly.

The City shall notify each user, at least annually, with a regular bill, the rate structure for user charges and the ad valorem tax rate which is attributable to wastewater treatment services.
