The members of the city planning commission shall be appointed by the mayor with the consent of the city council. The members of the planning commission first appointed shall serve respectively for terms of one year, two years and three years, divided equally or as nearly equal as possible between those terms of three years each. Vacancies shall be filled by appointment for the unexpired term only. Members of the planning commission shall serve without compensation.

The members of the planning commission shall meet at least once a month at such time and place as they may fix by resolution. They shall select one of their number as chairman and one as vice chairman who shall serve one year and until their successor has been selected. Special meetings may be called at any time by the chairman or in his absence by the vice chairman. A majority of the planning commission shall constitute a quorum for the transaction of business. The planning commission shall cause a proper record to be kept of its proceedings.

The planning commission and city governing body shall have all the powers and duties set forth in K.S.A. 12-701 through 12-706a inclusive, as amended, and such other powers and duties as are now or may hereafter be prescribed by law.
