All amounts billed and collected for sewage service by the City Clerk shall be segregated in a separate account designated as the sewage Disposal System Fund. This fund shall be used only for the purpose of paying the costs of operation, maintenance, and administration of the sewage disposal system of the City, including emergency replacements to the system required under normal operation and maintenance procedures. Any major or planned replacements shall be paid from the Sewage Disposal Replacement Fund as covered by Section 16-1002. If there be any balance remaining in said funds after payment of the items herein before provided, then said balance shall be carried over for the same purpose in the following years.

All funds from the sewer use charge specifically designated for the Sewage Disposal Replacement Fund shall be placed therein and shall only be used to make major, planned replacements and necessary upgrading in the process of replacement in the sewage disposal system.

All amounts billed and collected for the Sewage Disposal Bond Retirement Fund from users outside the City, and all funds from any sewer use charge specifically designated for these funds, shall be placed in the Sewage Disposal Bond Retirement Fund. Funds in this account shall be used exclusively for payment of principal and interest on Sewage Disposal Bonds
