The sewer service charges enacted herein shall become effective the 22nd day of December, 2009, and continue at the values indicated until revised by the City Council.

The following are hereby established as the monthly service charges for operation, maintenance and replacement, to be paid to the City of Cottonwood Falls by all persons within the city limits, whose premises are connected or may hereafter be connected to the sanitary sewer system of the City for non-commercial use:

(a)   Minimum charge, per month   $3.50

(b)   A charge of $1.25 per 1,000 gallons of water over and above the 1,000 gallons of water included in the minimum sewer service charge.

The following are hereby established as the monthly service charges for operation, maintenance and replacement, to be paid to the City of Cottonwood Falls by all persons, corporations, political subdivisions and organizations within the city limits, whose premises are connected or may be connected to the sanitary sewer system for the City for commercial use:

(a)   Minimum charge, per month   $3.50

(b)   A charge of $1.25 per month 1,000 gallons of water over and above the 1,000 gallons of water included in the minimum sewer service charge.

The following are hereby established as the monthly service charges for operation, maintenance and replacement, to be paid to the City of Cottonwood Falls by all persons outside the City Limits whose premises are connected or may hereafter be connected to the sanitary sewer system of the City for non­commercial usage:

(a)   Minimum charge, per month   $4.50

(b)   A charge of $1.25 per 1,000 gallons of water over and above the 1,000 gallons of water included in the minimum sewer service charge.

The following are hereby established as the monthly service charges for operation, maintenance and replacement, to be paid to the City of Cottonwood Falls by all persons, corporations, political subdivisions and organizations outside the City Limits whose premises are connected or may hereafter be connected to the sanitary sewer system of the City for Commercial usage.

(a)   Minimum charge, per month   $4.50

(b)   A charge of $1.25 per 1,000 gallons of water over and above the 1,000 gallons of water included in the minimum sewer service charge.

The amount of $3.50 is hereby established as the monthly service charge for operation, maintenance and replacement, to be paid to the City of Cottonwood Falls by all residential users of the sanitary sewer system of the City, without regard to the location of the residence, that obtain their water supply from private wells. In order to justify a lower rate, the owner must install, at his own expense, a metering device approved by the Utilities Supervisor and the rate will be determined in the manner previously specified for residences which utilize the city water supply.

All corporations, political subdivisions and organizations, regardless of their location, that utilize private wells for water supply and use the sanitary sewer system of the City shall install at their own expense a metering device approved by the Utilities Supervisor and shall pay a monthly service charge determined in the manner previously specified.

The following is hereby established as the monthly service charge for sewage bond retirement, if any bonds are outstanding, to be paid to the City of Cottonwood Falls by all persons, corporations, political subdivisions and organizations outside the City Limits whose premises are connected or may hereafter be connected to the sanitary sewer system of the City.

The ad-valorem tax rate attributable to the Sewage Bond Disposal Bond Retirement Fund collected from city users in a given year shall be utilized in the same manner to determine the liability of users outside the City Limits. The amount of liability shall be divided by 12 and become an additional service charge. All amounts collected from the charge shall be deposited in The Sewage Disposal Bond Retirement Fund described in Section 16-1003.

The total service charge for users outside the City Limits shall be the sum of the service charge for operation, maintenance and replacement and the service charge for sewage disposal bond retirement.

Water used for irrigation, cooling processes and other purposes that do not allow any of the water to enter the wastewater system may be excluded from the sewer service charge, if metered separately from water used for other purposes. The meter and system used must be approved by the Utilities Supervisor for accuracy and compliance. The cost of separate metering facilities shall be borne by the user.
